I started an indoor grow in a 2'x2'x4' tent, 600w led lamp with a veg light and a bloom light. is there a time to run both or should it be one OR the other or can both be on at the same time???
Exactly, they use blue for leaf and stem production and red more for flower production. But that doesn't mean they don't use the other at all, just not as much. So let em rip!

They have the two switches because blue light inhibits cell division and results in closer node spacing. Some growers really like tight nodes in veg so then in flower the buds will stack closer. Also, some of those older grow lights with the two switches aren't very powerful so that's another reason to run both throughout the grow - more photons!
During Bloom, you will need both the Veg and Bloom light on. During Veg, you can run with just the Veg light on but many people will keep both lights on all the time. If your girls are 'Auto Flowers' then keep both lights on all the time.
