Should you measure PPM before feeding it to the plant or measure PPM runoff, which is best?

both, you measure whats going in & coming out to see whats in the soil & available to the plant

I agree with this. IMO it's good to measure both so you get a feel for what the PPM is going in and then what comes out. You'll learn that nutrients can build up in the medium and it'll help you to adjust future feedings as necessary.
