Curious if you can reuse fabric pots without cleaning them out completely. What would be the cons? I think the dead roots at the bottom breaking down would be beneficial late in the next grow ?

YES! Absolutely
I reuse them all the time. the only concern is bad microbiology but let it dry out and you are golden
