Will be adding some perlite, de, and gnat tape to the soil top. Looking normal? Had some stretch and lowered light. Just watered so a little droopy. Also, at this stage could I carefully mix the perlite and de around the outer edges of the soil avoiding the plant? OR should I just leave it alone?

So far so good! The root system isn't developed much at this point so you probably could mix in a little more perlite around the edges; I don't think it's necessary though.
