Potentially choked up at the roots due to overwatering? We would need a lot more info in order to give a more accurate diagnosis.
Unless you have premium genetics and/or optimal conditions you can’t really expect more than that especially from seed. Keep taking it slow and steady 🌱🪴🤙🏻
Mine did the same thing, my cause was low ppms, overwatering and lights were cheap blurples.
