I’m currently running a 300W LED light & am considering moving up to a 1000W. Is it possible to dial down that 1000W to 600W with a Kill a Watt Monitor?

No, the grow light would need a built-in dimmer to dial it down. The Kill-A-Watt meter only tells you how many watts/amps the unit is pulling.
