Hi..I have 6 HPS 1000w lights and I’m in soil. I’m about 2 weeks into flower and I noticed some of my light weren’t as bright as the other lights.. all the hoods are about 14 inches from the canopy..I went to the grow store and rented a par meter. all the bulbs are around the same age,but the brighter lights was around 900 par and above and the dimmer lights were around 400 par..whats the correct par for 12 to 14 inches from the canopy and could that be a ballast problem? all the bulbs are Eye Hortilux

"whats the correct par for 12 to 14 inches from the canopy" Each grow light will be different so it's impossible to tell you how much PAR will hit at a certain light distance.
It's strange that some of the bulbs have already lost brightness even though you run all bulbs at the same time. Sounds like a defective bulb possibly.
You can try switching the bulbs around to ensure it's not a ballast problem.
