Hi, I have this blue dream regular fem veg for 5 weeks now in a solo cup, I am planning to transplant to a 1-gallon pot soon, but I see this deficiency, not sure if it's a P deficiency or something else. Any help will be appreciated.
The soil is Happy Frog, so far I only gave overnight tap water PHed around 6.3.

Wow! 5 weeks for a reg. In a solo cup. That seems like a really long time.
Most likely just root bound. When you transplant, I suggest breaking up the roots a little so they can expand and also sprinkle some mycorrhizal fungi onto the roots. The plant will most likely be fine after that - assuming you are transplanting into a medium with nutrients in it.
That's gorgeous and huge for a solo cup my friend. It's probably pissed off you haven't transplanted her yet :) Give her some room to grow
