When growing a photoperiod, clone or seedling, is it ok to have the grow light on 24 hrs. or must you have 18-6 until flowering?

Yes, you can. Although, studies have come out to show a period of darkness daily is beneficial which is why many growers will do 18/6 light cycle for Veg.
