IMO, with it being so late in flower, you would probably be better off keeping the popcorn buds and having them end up in your trim pile (if they don't meet your criteria) so they can be used for things such as hash, butter etc. If you pluck them off and throw them away now, I doubt the top growth that may come from it will meet or exceed what you've removed.

Ok.. thanks for the info.. I'll open up the plant a bit more if possible. However, (bro science) would plants will always direct most of it's flowering to the top where all the direct light is despite how much light is available. I wouldn't want to sacrifice energy from the big buds on top to supplement non smokable pop corn below

This far in, I would keep them.

I don't think it would hurt the plant to remove them but, I don't think that it would help either.

I would let it ride, she looks really good by the way!
