Every clip has it's pros and cons. If you had a photo of where your speaking of we could give a better answer. If you have a bud site with leaf from the bottom of it id say keep unless there's another reason it has to go.(vary large blocking light, etc).

Yes you can but I leave at least 1 at each bud site. There are many different techniques
