I ordered seeds from MSNL last September. I had good luck. Over the winter I kept them in their baggie in a little jewelry box with a lid. Now I tried to germinate for my next grow, and had 3 duds. Is this common? Did I store them improperly?

I bought this container from a hobby store, I believe it is for small gems or something like that. I keep them in these with a few grains of rice to absorb any moisture.
