It happens. It's just expressing different genetics from the strains ancestry ... if that makes any sense. Or someone mixed up the seeds in the vial, but it does look like a bigger version of the smaller ones.
If this is a photo period, you may want to take a couple of clones from that big girl before you put her into flower. If her buds grow as aggressively as the seedling you may have a winner!
