Thrips usually make more dots spider mites seem to leave those more line'ish marks. heck the stem and your branch joints. If there are white hairy looking stuff then its spider mites. They killed two really large pepper plants I had last year. Either way, I would DE bomb the Hell outta that!! It took my thrips out in days. There are sprays out there but the way I'm suggesting is fully organic and fairly cheap as well. If it's spider mites though, the DE will be difficult to get into the joints of your plants.
My bet is spider mites . . . kill 'em ded cuz if you don't that plant will not make it. I learned the hard way.
