It depends on your setup. If you build your own space (which doesn't have to be expensive) then it can work. With a tent it is probably too cold. If your attic temps dip below 55-60 at night it's probably too cold. You can grow plants near freezing but it would be very slow.
A small tent with a small heater in it hooked up to a temp controller would work too. It adds electricity cost though. The dry air produced by a heater would require significant humidification in most cases also.
