Close up picture is much better. Not whiteflies. 99% sure those are aphids. One of the many many varieties. Aphids are pretty easy to deal with. You can spray them off with water. Pretty much any organic pesticide will kill them. You can release predatory insects also. If it was me I would spray them off the plant, put a thick layer of Vaseline on the stems low to the ground so they can't climb back up and spread diatomaceous earth around the base of the plant. Ladybugs will demolish them but you'll need a bunch.

Those look like aphids. If it's in veg stage I recommend using avid. If it's in flower, then it could be difficult. Usually spinosad works.
