It needs at least 21 days in veg before it will start flowering. Everyone has different goals for their plant in what they want out of it. I personally like to aim for 30-40 days in veg and then i'll flip to flower. I grow small to medium sized plants so a shorter veg time works for me. You may want to veg it longer depending on space size or if you're aiming for a certain yield.
When flipping photoperiod plants to flowering, the plant will still continue growing upward for roughly 14-21 days depending on genetics - some even a bit longer. After it's done that "stretching period", it will focus on flower production.

The plant grows exponentially when flipped to flower. Maybe others have experience flipping at this age.
Depends how much room you have. I think 8-12 weeks is average.
