I have struggled to find the answer either online on in the 7 steps to grow cannabis book but do I need to have my LED grow light on before my germinated seeds emerge from the soil? I have germinated three seeds in a wet paper towel and placed them tap root down in a red solo cup with moist fox farm ocean forest soil. Do I start the 18 hours a day of light immediately or wait until the have sprouted from the top of the soil? This is my first grow and am not sure of the best way to do it.

Technically it only needs light after the plant has sprouted from the medium. However, do you really want to babysit the plants until they sprout? So many growers just put their light on 18/6 light cycle and when the plants sprout, light is available for them - without having to babysit 😄
I turn the lights on to 18/6 the day I plant the germinated seed. I try to make sure the environment is as close to perfect as possible before the seed pops.
I believe the technical answer is between 75 to 150 ppfd for seedlings. A Par Meter or the Photone app on your iPhone can help you determine this.
Thats what i do worked out good so far just make sure your light distance is correct
