Not sure if its just me or others have same low ph problem with ocean forest. Every time the runoff ph is really low like 4.5 - 5.5 after i feed or water ph at 6.5. I heard a lot of ppl saying dont need to ph if grow in soil, the soil has ph buffer, so no need to ph or check runoff ph. So i am kinda confused here. Can someone explain it to me? Thanks

Add some dolomite lime to the soil to help raise the pH. You don’t need much. Maybe a teaspoon per gallon of pot size.
FoxFarm states their soil is pH adjusted, but that doesn't seem to always be the case. I've had bags of FoxFarm come in at a low pH. I haven't measured every bag I've bought so I'm not sure if all of my bags have been low or not. I just water at a pH of 6.5-7.0, and then over time, the runoff pH will increase. In regards to monitoring pH... If you are growing with synthetic nutrients then checking and adjusting the pH is critical. Monitor the runoff pH as that's what is in your medium.
If you're growing with organic nutrients then you most likely don't need to monitor the pH. If you're a beginner at using organic nutrients then I would recommend to keep an eye on the runoff pH - just to see how things are. I personally have water that is 8-8.5 pH so I do lower the pH of my water prior to giving to my plant just to safe side it.
