If your still in veg, or early flower is use neem oil. Definitely a leaf minor issue. Also hand some sticky pads and lay some under plants on too of soil. Got those in my tomato plants before, get after them quickly, they can multiply as fast as spider mites with the amount eggs one fly lays.
