I'm new to this as well. I would say wait until you have at least 6 nodes and do it above the third and just below the 4th. At least that's what I did with mine.
I personally would top at the 3rd but I don't have a strict rule. It depends on how well the plant is doing and how the plant is structured. You don't to top it before it has gotten a chance to establish itself and roots. I would top that plant at the 3rd node but the 4th is an equally good option.
