Not happy with my cheap grow light Gixxer 600w LED. In 12 wks of flowering for a 9 wk flowering strain and trichomes are still clear and not impressed with bud development. Would changing to a Mars Hydro TS 1000w LED at this point make any difference?

While the new light is more intense, it probably also comes with more heat. Light, Heat and Humidity is like a three legged stool. Look up a VPD chart and ensure you are providing the relative humidity in the room at the proper level for the leaf temp your new light provides.
What is the light distance from the top of the plants? Got a pic of the plant so we can see? I'm interested to know the PAR it's receiving vs what it could receive with the TS1000
Upgrading your light is always a good idea if possible economically. 12 wks.? I would drop that light as close as possible and look at trichs for change- and get next plants ready because I would get these out asap and get next run going. As long as you have this one, run it closer to canopy than you have been, upgrade to more powerful fixture when possible.
