Plants are 3 weeks old in fox farm soil and I over watered I believe when transplanting into 3 gal fabric pots. Lower leaves drooping and yellowing tips. There has been new growth since transplanting. Haven’t watered in 5 days, soil drying out but root ball is still moist. Will they recover if I let dry out more?

Yes they will recover. I've dried out containers to the point where the plant is drooping down so bad that it looks dead. Then after giving water, it generally pops back up to normal within a few hours. Most growers stick their finger into the top inch of the soil and will water when that top inch is bone dry. You can also lift the grow pot each day to get a feel for the weight. Then with experience, you'll know by the weight if the plant needs water or not.
