Hello guys,i tested my tap water with a TDS me, it was around 540 ppm.can i water my plants and add nutes with this water?

That's a high PPM. Are you able to send in a water sample so you can see what's in your water?
It is high. You can either a) bubble the water for a day, this will remove the Chlorine and Chloromine. or b) get an inline filter and connect it to your washing machine connector (search: inline water filter on amazon)
