Went to water the other day and on top was white spots so I looked at my bucket of per mixed organic Amendments and the same thing white spots kind of almost look like spiderwebs what could this be hopefully good

Initial guesses are beginning of molds/fungi starting to break down your amendments. Or PM (powdery mildew, a form of mold but not a wanted one).
PM doesn't make sense because PM travels in the wind and usually lives on plant tissue. Fungi can be good, but it indicates that your medium is too wet. If you have surface fungi without having mulch you have a real possibility for root rot.
Looks like mycelium! It's actually beneficial.

If you want to get rid of it just let it dry out.
